By Mike Scheck Gulf Region North District CHAMCHAMAL — Partnering is not a new concept to the U.S. Army Corps of Engineers, but the practice is expanding in relation to projects in Iraq, and that is helping to fuel the success of reconstruction efforts. In November 2007, the Gulf Region Division's district, which operates within Iraq's seven northern provinces, initiated a partnering agreement in Sulaymaniyah for a $27.4 million project to design and renovate an existing fort into a correctional facility in Chamchamal. The project included more than 20 partners from several organizations, including, the Department of State's Regional Reconstruction Team, the office of the Iraqi prime minister, the Chroo Group - the general contractor, the American Red Cross, the governor of Sulaymaniyah, the mayor of Chamchamal, the Iraqi Correctional Services, and the ministries of electricity, roads and bridges, environment, agriculture, justice, health and work and social affairs. The partnering concept was initiated to establish a working relationship between the local stakeholders, USACE and the contractor. The relationship is based on a mutual set of goals and objectives with the partnering agreement serving as a formal strategy of commitment and communication, according to the partnering agreement. Quarterly partnering workshops were held during the various phases of construction to keep the partners informed on the progress of the project and provide an open forum to address issues, concerns and expectations. The final partnering conference was held Jan. 20 at the correctional facility site, where partners were updated on the final phases of construction. Maj. Gen. Michael Eyre, Gulf Region Division commander, told the group that the partnership on this project ensured that it met everyone's expectations in terms of quality construction, operational requirements and overall project schedule and costs. "The project highlighted the committed efforts for the long term," Eyre said. "We are building strong foundations today for tomorrow. I commend all of you [partners] on your spirit of cooperation that has been a part of this partnership since day one." The project was completed on schedule and within budget, and much of that success is due to the partnering efforts, according to Col. Margaret Burcham, Gulf Region North district commander. "There is a growing synergy between the partners for successful completion of the project," she said. "I want to express my sincere gratitude to the project partners and government agencies within Chamchamal and Sulaymaniyah that have supported our team in resolving issues, and have always stayed focused on a positive way ahead," Burcham said. She added that their continued dedication and commitment of support has positioned the project for success. |
